If they were roaming more freely like the warrior, then that would maybe be balancebreaking, as they are very strong, and behaving like warrior, would wipe out everything, but i am not sure. so maybe paladin role is to be defensive of their temple or something, and only repond on flags only. I think its because there is a empathize of roles, like some are explorers, some are defenders, etc. I am using the ai DLC fix, and balance patch, but i think he mentioned the temple heroes got nerfed a bit, and changed their behavior, but in what way i dont know. It makes your heroes more proactive and require less baby sitting, still not as good as Majesty 1, but way better than the lobotomised Majesty 2 standard AI.
If you really want to do modding, get the DLC fix pack, it opens up so much possibilities (stuff you cant normally I am sure I saw you write about the poor hero AI, I say get the DLC fix AND the Collection Balancing mod (also to you as well Shaggybutt). paks are encrypted I don't think total command would work on them (if it does though let me know!). Max level for levelling is 100, I personally never had heroes past level ~35 I think. Heores do scale past level 20, it is much more difficult to level them tho due to exponential increase in required experience for each new level. I noticied that one of the Monster Kingdom, goblin heroes, has 4 heroes from the dlc/balance patch. I am not an expert of balancing, but if you want to try please do.
I wanted to have 3 temple heroes instead of 2, and also made the royal guard and tower guard abit stronger aswell as the warrior-students, and gave some better defences for various buildings. You need to apply the dlc fix first, then balance, and then at last the file i made. I had the urge to modify stuff myself, and made my own modification based on the dlcfix, the tower amplierfier mod, and the balance patch. I think there was a bug regarding getting 4 heroes there is an exp issue, but i havent verified myself, but according to this, wont level up beyound 20:
