In addition to weapons and mods, players can upgrade the vehicle's engine (for improved speed) and tires (for improved handling, including spike tires for improved handling against oil slicks). The game includes three modes: Career (a single-player mission-based mode with four distinct episodes), Player's Choice (a single-player "free roaming" mode allowing players to explore, either peacefully or chaotically, on any SimCity 2000 map), and Network (a LAN multiplayer mode for up to eight players, allowing for either free roaming or standard deathmatch). The game includes the SimCity 2000 Urban Renewal Kit for use as a level editor. Cheats are case sensitive and work only in Players Choice mode or imported Sim City Games. In addition, the game includes LAN multiplayer (for up to 8 players) and numerous mission-based modes (including deathmatch, racing, and package delivery).
Players can customize their vehicles with multiple upgrades, including offensive weaponry and defensive modifications, and free-roam around their chosen city (which can be peaceful or chaotic, depending on player choice).
It is notable for being one of the last games developed prior to the studio's acquisition by Electronic Arts and for being one of the few Maxis-developed games of the time with no direct involvement from series' designer Will Wright. Similar to the 1996 game SimCopter, Streets of SimCity is a spin-off of the 1993 city-building simulation game SimCity 2000 which generates the environment based on that game's save-games.
